AMBOY — A Level 3 sex offender is planning to move to Amboy following the completion of his sentence on Nov. 13, and a community meeting has been scheduled for Monday at the Amboy City Hall.
Jerome Coult "will move to Amboy on November 13, 2018," according to a notice from the Tri-City Police Department. "This individual has served the sentence imposed on him by the court and is transitioning into the community."
The meeting, scheduled to run from 6-7:40 p.m. Monday, is being held to meet requirements under Minnesota law when Level 3 offenders are moving into a community.
Since 1991, predatory offenders have been required to register their addresses with local law enforcement. The public must be notified about the impending arrival of Level 3 offenders — those deemed by a review panel as being at a higher risk to re-offend based on the seriousness of previous offenses and other factors, including response to treatment. Only about 15 percent of all sex offenders on the registry are assigned Level 3 status.
Coult pleaded guilty in 2009 in Blue Earth County District Court to second-degree criminal sexual conduct involving a victim between the ages of 13 and 15.
